RRP ( RENOVATION, REPAIR, and PAINTING RULE)

The new, federal (EPA) RRP law went into effect April 22, 2010.  It requires anyone (contractors, painters, plumbers, carpenters, electricians, window replacers, etc.), who in the course of their work disturb lead paint, to take a training course and be certified.  

Many common renovation activities like sanding, cutting, and demolition can create hazardous  lead dust and chips by disturbing lead-based paint, which can be harmful to adults and particularly to children.   To protect against this risk the EPA issued a rule requiring the use of lead-safe work practices and other actions aimed at preventing lead poisoning.  Under the rule anyone performing renovation, repair and painting projects that disturb lead-based paint in homes, child care facilities, and schools built before 1978 must be certified and must follow specific work practices to prevent lead contamination.

To become a Certified Lead Renovator you must successfully complete an EPA accredited course which explains how to comply with EPA's Renovation, Repair, and Painting (RRP) Rule.  Subjects covered include: pre-renovation education requirements, health effects, regulations, lead safe work practices, containment, cleaning, training non-certified renovation workers & record keeping.  After achieving a proficient rating for hands-on activities and passing the course exam, students receive "Certified Lead Renovator" Certificates which expire in five years.

Firms that do not comply with EPA’s new RRP training rule may face civil fines up to $32,500 per offense and an additional criminal fine of $32,500 plus imprisonment for knowing and willful violations.
